I'm pretty sure the everything prior to the 256TC switched in the character rom,  read a byte, XOR'ed it and then wrote back to PCG ram.

I think the 256TC had inverse functionality via attribute ram

thanks Tony, yes thats it. PCG at start has inverse functionality in 6.35e. YAY!
